Summary: Despite the positive aspects of snow-sport, the risk of suffering an injury also exists. An extrapolation based on the European Injury Database (IDB) calculates an annual number of about 300 000 injured skiers and snowboarders requiring hospital treatment (outpatients and inpatients) in the European Union (population 500 million). Brain injury is the primary cause of death in accidents on snow-sport pistes, for skiers as well as snowboarders. According to analyses of diverse studies in Switzerland, Germany, Austria, France, Norway, Canada and the USA, the proportion of head and neck injuries in relation to the total number of accidents in skiing and snowboarding is around 10 to 15%. In sledging, the proportion of head injuries is also around 15% of the total number of injuries. Children and youngsters have a higher risk of suffering a head or face injury than adults.

"The aim of adventure activities licensing is to provide
assurances to the public about the safety of those activity providers

young people will be able to continue to enjoy exciting and stimulating
activities outdoors without being exposed to avoidable risks of death

A licence indicates that the provider has been inspected by the

their safety management systems with young people, and has been able to

due regard to the benefits and risks of the activity.'

Managing Staff Injury Claims

Summer is the busiest season for outdoor adventure programs and with
increased programming, there will be injuries, Rick Braschler of Kanakuk Kamps writes about how to handle staff-related injuries in his presentation from the 2010 Wilderness Risk Management Conference.

In looking at staff injuries for any organization, it is imperative
to understand the three basic tracks that make up a staff injury claim. I
refer to these as tracks due to the fact that while an injury results
from one basic event, the claims process launches three different
processes all traveling simultaneously down a track toward a common end.
These tracks are represented as the Staff Management Track (SMT),
Reporting Scheme Track (RST), and the Claims Administration Track (CAT).
Let’s take a closer look at each track identifying key players and
processes. Never send a staff person home to receive medical care on
their own without first notifying your claims administrator. The minute
they get hurt, the clock is ticking on your financial obligation.

While specifically developed for colleges and universities in British Columbia, this 125 page booklet is a superb resource for outdoor programs.

The introduction states,"This handbook is designed for use by managers and instructors of outdoor programs in British Columbia’s post-secondary institutions (mainly colleges and universities). Its purpose is to provide these staff with a risk management resource that will help them conduct operations responsibly and prevent accidents and injuries during field trips into wilderness and backcountry terrain. The typical post-secondary outdoor programs include those in outdoor recreation, physical education, natural history, and adventure tourism.

Responsible operation of outdoor programs requires an integrated, systematic approach to minimizing risk. It is not enough to consider risk and risk management at the level of program delivery alone. Risk management is the responsibility of the whole institution. Risk management is the responsibility of an institution’s administration—including the faculty dean, department chairs, and program managers—as well as of instructors and even students. It is therefore imperative that every institution, from the administrative to the program level, monitor how successfully its organizational structure, policies, procedures, resources, and equipment are contributing to the effective management of risk.

Risk management is not a one-time event. It is a dynamic, evolving process of adaptation and change in response to shifting circumstances. This process ensures that outdoor programs will constantly improve—and constantly maintain a high standard and record of safety.

The risk management information presented in this handbook draws from the practices used by private and public institutions around the world. This information, however, is tailored specifically for British Columbia and its outdoor programs. The result is a comprehensive set of minimum operating guidelines that any of the province’s post-secondary institutions offering credit or non-credit outdoor programs will find invaluable."

This is not a comprehensive research paper, but is simply a way to display the incident data that was voluntarily submitted by interested parties. The data are presented in tables and charts with only brief narrative discussion; the tables and charts should speak for themselves.
