Salary: Recreation Program Supervisor $31.30 – $40.50 hourly

Location: River House Outdoor Center, 301 N. Adams St, Eugene and recreation sites throughout the region.Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs. 

Schedule: 40 hours/week (typically Monday – Friday, 8:00am – 5:00pm, with some weekend/evening hours based on seasonal/program demands)

Examples of Duties Performed – Duties may include but are not limited to the following

Responsibilities:
Develops vision, strategies, policies and direction
 
Provide direct support and supervision to 4 salaried staff and up to 80 temporary staff.
 
Works closely with colleagues across the Recreation Services and City organization and community partners.
 
Oversees operational activities including staffing, logistics, scheduling, curriculum, course mix, and other operational goals of the following programs:
Snow shoe, cross country skiing, pedestrian safety, bike safety, white water kayak, recreational kayak, whitewater rafting, mountain bike, adventure bike, canoeing, hiking, sailing, skate boarding, rock climbing, tree climbing, standup paddle boarding, surfing, and environmental education and the Spencer Butte Challenge Course.
 
Update and implement River House and Recreation Services vision and strategic goals.
 
Ensure a rewarding experience for patrons by providing accurate information in advance, outstanding customer service, welcoming atmosphere, quality program, and review of customer feedback.
 
Assure high quality staff experience by providing thorough trainings, briefings and debriefings, accurate information in advance, exceptional supervision and review of staff feedback for risk management oversight.
 
Foster a creative and flexible approach to addressing community needs, industry trends, City initiatives and show a willingness to explore new solutions to emerging issues.
 
Hire, train, supervise, develop, and evaluate staff.
 
Strive to make the River House Outdoor Center a fun, dynamic and fulfilling place to work.
 
Develops, organizes, implements, supervises and evaluates a variety of outdoor program activities and services; implements program guidelines and procedures; supervises scheduled activities and programs.
 
Prepares and manages the general fund budget for the River House Outdoor Center; monitors and oversees attendance and registration data; prepares quarterly budget projections and works with peers and the Section Manager in balancing the Section Budget.
 
Plans, prioritizes, coordinates, assigns, supervises, and reviews the work of regular and temporary employees, volunteers, interns, and work study students.
 
Responsible for the daily operation of the facility; assigns staff schedules and signs staff timesheets; and reviews and approves schedule changes and time off requests.
 
Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned city recreation programs, service delivery methods and procedures; works with staff on continuous improvement of assigned program; researches new developments in the assigned program area; and participates in community group meetings, community partnership development, and make public presentations as requested.
 
Ensures the safety of patrons and the public; assigns staff to perform equipment and vehicle maintenance and safety inspections; and creates and submits quarterly safety report for management.
 
Works cooperatively with members of the department, City, public/private agencies, schools, and community groups to provide a balanced program in assigned area.
 
Is inspirational in their leadership and leads by example.
 
Develops, plans, and implements division goals and objectives; evaluates and administers policies and procedures.
 
Aligns outdoor program activities with the Recreation Services, City Council and community goals.
 
Coordinates River House activities with those of other departments and outside agencies and organizations.
 
Provides staff assistance to the Parks and Open Space, Community Events, Eugene Police Department, Training and Development, and the Emergency Management Team.
 
Directs, oversees and participates in staff trainings.
 
Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
 
Ensures division implementation of and adherence to the City’s Affirmative Action and Equity and Human Rights Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
 
Ensures that all phases of River House activities are in compliance with Federal, State and local laws, regulations, ordinances and codes.
 
Performs related duties as assigned.

Qualifications:

The best candidate will have strong knowledge and abilities in the following areas:
Have 3 or more years of supervisory experience.
Have highly advanced to expert proficiency in at least one outdoor adventure area. Experience and skills include strategic thinking, creativity and initiative, organization, staff supervision, budgeting, problem solving, flexibility, and decisiveness.
Excellent communication skills, both written and verbal, in public forums and one-on-one, with a variety of audiences.
 
Knowledge of:
Principles, practices, procedures and methods of recreation programs in the assigned area.
 
National and regional programming trends, current literature, and community resources for program planning and development of services.
 
Public administration concepts and theories.
 
Applicable Federal, State, and local laws, rules, polices and regulations. Principles and methods of supervision and training.

Principles and practices in Risk Management of Recreation Services. Principles of supervision, training and performance evaluation.

Minimum Qualifications:
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience:
Three years of experience in the implementation of recreational, social and cultural programs and services directly related to outdoor recreation.
 
Training:
Equivalent to a Bachelor’s degree from an accredited college or university in recreation, human services, or a closely related field.

License or Certificate:

Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355). 

Valid First Aid, Youth/ Child/ Adult CPR/ AED
